Do municipal environmental agencies want car wash fundraisers to use waterless products?

Some California cities are asking nonprofit groups to use waterless car wash products instead of the old bucket of water and a sponge. Why? Because many municipalities are trying to find additional ways to save water and prevent pollution of storm drains, which has an impact on the environment.

In Santa Monica there is a big push to do this from the city, yet surprisingly the Santa Monica Bay is polluted because the sewage treatment plant overflows about twice a year. Worse yet, surfers are warned not to enter and no one dares to eat the fish. But this has nothing to do with car wash fundraising.
